UNDP has been working in Afghanistan for more than 50 years on climate change and resilience, gender, governance, health, livelihoods, and rule of law. Under the broader framework of the Sustainable Development Goals (SDGs) and in close coordination with other UN agencies, UNDP is supporting the Afghan people’s aspiration for peace, prosperity, and sustainability.
UNDP is currently implementing its flagship crisis response programme, ABADEI (Area Based Approach to Development Emergency Initiatives), as part of the ongoing UN-led response to prevent a humanitarian catastrophe and the breakdown of Afghanistan’s economy following the August 2021 shift in power. Key priorities that govern or provide direction for the position's work to show the link between the Unit priorities and position priorities/expected outcomes of an incumbent. The General Services Unit within the Operational pillar of the CO is responsible for the efficient, transparent, and cost-effective delivery of Administrative, Premises, Asset Management, and Logistics services in support of the Programme and CO operations which also includes support to other UN Agencies.
Background and Objective of the assignment:
The ABADEI Strategy is an area-based integrated programming approach designed to address basic human needs, complement short-term humanitarian support, and strengthen community resilience. It tackles worsening poverty, climatic vulnerabilities, and social fragility by rehabilitating small-scale infrastructure essential for food security, livelihoods, and community services. In this context, engineering support is critical for:
§
Designing, supervising, and ensuring quality of infrastructure rehabilitation (e.g., irrigation schemes, small dams, storage facilities, renewable energy systems).
§
Integrating climate-resilient and environmentally sustainable methods into construction and rehabilitation.
§
Creating immediate income opportunities through cash-for-work and labor-based infrastructure works.
§
Ensuring inclusive access, particularly for women and marginalized groups, by applying safety and protection standards in infrastructure design.
The assignment aims to provide technical expertise to deliver high-quality, sustainable, and gender-sensitive infrastructure solutions that support livelihoods, strengthen resilience, and align with ABADEI’s broader objectives of social cohesion and poverty reduction. It is sensitive to the chronic and newly emerging vulnerabilities of Afghan women and girls and aims at providing them assistance in a manner that does not exacerbate their susceptibility to violence and deprivation of opportunities and rights.
Key Duties and Responsibilities:
1. Site Assessment and Technical Design - Assist in site identification and selection for community-based CfW and infrastructure construction/rehabilitation projects, ensuring alignment with programme objectives, technical feasibility, and local needs. - Conduct field visits jointly with surveyors and programme teams to assess physical, environmental, and social suitability of proposed sites.- Develop designs, layouts, Bills of Quantities (BoQs), and technical specifications for infrastructure projects, ensuring compliance with UNDP standards and national regulations.
- Ensure all engineering interventions are gender-responsive by incorporating women’s needs, safety, and accessibility (e.g., placement of water points, lighting for community facilities, design of cash-for-work schemes, including women’s opportunity create by engage family and discussion with community councils).
- Prepare gender action plan, provide technical and capacity building support to suppliers on PSEA and safeguarding compliance within the project scope.
- Coordinate with gender specialists or Gender Focal Point in the region to integrate gender and protection considerations into technical planning, implementation, and monitoring.
Experience and Skills:
- Bachelor’s degree in civil engineering, infrastructure management or a related field from a nationally and internationally recognized education institutionExperience and Skills:

- Ability to speak, read and write technical and conversational English. - Ability to understand new terminology and concepts easily and to synthesize information from different sources into a coherent project document. - Good team player, self-starter, has ability to work under minimum supervision and maintain good relationships. - Strong advocacy and negotiation skills, with the ability to ensure project delivery for vulnerable groups. - Results orientation, communication, problem-solving, teamwork, and adaptability in fragile contextsLanguage Requirements:
